Neteller Founder Pleads Guilty to Criminal Conspiracy

A former top executive of Neteller, one of the biggest online payment processing companies in the world, pleaded guilty Friday in a federal courtroom in Manhattan, to a charge of criminal conspiracy regarding gambling funds.
Stephen Lawrence, one of Neteller's co-founders and chairman, admitted that the operation was illegal.
Neteller's activity – processing billions of dollars in transactions between U.S. citizens and offshore online gambling sites – was acknowledged by Lawrence to be unlawful.
"I came to understand that providing payment services to online gambling websites serving customers in the United States was wrong.", said Lawrence in the New York court.
According to his lawyers, Lawrence is cooperating with the U.S. government over the matter and has also holds himself partly responsible for the $100 million the government is seeking in restitution from Neteller.Lawrence and fellow Canadian, John David Lefebvre, another Neteller co-founder, were arrested in January as part of a U.S. crackdown on the online gambling industry.

Trump Casinos No Longer For Sale

Donald Trump has withdrawn his offer to sell his casinos in Atlantic City.
Four months of negotiations have failed to close known offers by Dune Capital management and more recently Dennis Gomes.
As has been previously mentioned, there was a two week opening available for Gomes and his partner, Morris Bailey, to close a deal. That window passed last week.
Trump Resorts had employed Merrill Lynch to help explore the possibility of a sale.
Company spokesmen today stated that all offers have been considered and none were beneficial for the corporation or the stockholders. Options will be kept open.

Ontario Lottery Releases New Regulations

Ontario - The Ontario government in Canada is establishing new regulations designed to strengthen the integrity of the provincial lottery system and protect consumers, Government Services Minister Gerry Phillips said today. These new regulations respond to the first three of 23 recommendations made by the Ombudsman in his March 2007 report. The remaining 20 recommendations from the report were directed to the Ontario Lottery and Gaming Corporation. "We are taking strong and decisive steps to increase public confidence in our lottery system," Phillips said. "Our new regulations will ensure the integrity of our lottery system, protect the public and ensure the reputation of honest retailers. Consumers can be assured that we have set high standards to build a strong lottery system."The new regulations will include:
A lottery retailer registration program, including background checks
Enforced rules of conduct for lottery retailers
Inspectors who will test the integrity of the lottery system
A process to deal with disputed prize claims between individuals. The Alcohol and Gaming Commission of Ontario (AGCO) - an arm's-length regulatory agency that reports to the Ministry of Government Services - has been assigned responsibility to regulate the lottery system and adjudicate hearings. The AGCO has a proven track record of regulating casinos, charitable gaming and liquor licences in Ontario. Retailers will begin to register with the AGCO starting in July 2007. Retailers will be required to register with the AGCO by January 1, 2008 and follow specific terms and conditions in order to sell lottery products in Ontario. The AGCO has developed educational material to assist retailers with the new process and will work with them moving forward. Ontario is one of the first jurisdictions to develop comprehensive, independent third-party- oversight of the lottery system and the regulation of retailers. British Columbia, Atlantic Canada and California are also investigating the integrity of their lottery systems.

eCOGRA Survey Justifies Internet Gambling Forums

According to a recent online gambling survey, up to 40 percent of players use independent Internet message boards for a variety of reasons including finding the best bonuses and investigating gambling venues before playing.
The study was commissioned by the e-Commerce Online Gaming Regulation and Assurance (eCOGRA) independent standards authority and conducted by England’s Nottingham Trent University. Over 11,000 respondents were questioned and 40 per cent stated that they regularly use forums to ascertain everything from the current US political and legal situation and the mathematics of gambling odds to responsible gambling, business news and game preferences.
Top boards have memberships in the thousands and offer a wide range of topics every day along with, in some cases, genuine mediation services for players with disputes that have proved impossible to settle directly.
As an example, one of the oldest and most respected forums, Casinomeister.com, has been around for ten years and has thousands of members. In addition to the normal forums, it provides e-newsletters along with webcasting. Its Webmaster, Bryan Bailey, stated that 373 new topics were opened in June with a total of 5,190 posts.
In addition, the study found that online casino staffers wanting to keep up to date with the industry along with player trends also visit sites and find the information exchanged and the perceptions harvested valuable.

Judge Allows Pennsylvania Casinos to Remain Open Despite State Shutdown

A Pennsylvania judge granted an injunction yesterday allowing Pennsylvania's casinos to remain open despite a furlough of state employees.
Senior Judge Keith B. Quigley allowed casinos to remain open despite Gov. Ed Rendell announcement of at least a one-day furlough starting today.
In a special meeting on Sunday night, Pennsylvania's Gaming Control Board voted to issue an order shutting down the casinos in the event of Revenue Department furloughs that disable the department's central computer system. The vote's results were 7-0.
The board held the vote due to the fact that Pennsylvania's 9,907 slot machines are hooked into that same computer system. Employees who oversee the system are among the almost 1,700 Revenue workers facing furloughs.

Governor Schwarzenegger Signs Casino Deals with Tribes

California's governor, Arnold Schwarzenegger, has signed a pro-gambling law Tuesday which will allow four of the richest casino-operating tribes in the state to add up to 17,000 new slot machines.
The new bill also allows one of the poorest tribes in California, the Yuroks, to open a new casino with 999 slot machines near U.S. Highway 101.
The new additions to the casinos in Southern California could generate between $13.4 billion to $22.4 billion in tribal revenue-sharing payments to California in the next 25 years.
Meanwhile, UNITE HERE, a casino, hotel and hospitality workers union, are protesting the bill due to a lack of workers protections in the agreements. They are collecting signatures in order to prevent the expansions of the tribes' casinos.
